Team Europe – Government of Laos Annual Review Meeting 2025

We’re proud to have supported the organisation and smooth delivery of this year’s Team Europe – Government of Lao PDR Annual Review Meeting, a key moment of policy dialogue, strategic alignment, and partnership building.

The event brought together the Government of Lao PDR and Team Europe partners (EU, Belgium, Finland, France, Germany, Hungary, Ireland, Luxembourg, Switzerland) to review progress on the Team Europe Strategy, identify shared priorities, and shape the way forward, including discussions around the Global Gateway and the National Socio-Economic Development Plan (NSEDP).

A big shout-out to our amazing team on the ground, Sebastien, Vieng, Bee, and Say, and warm thanks to the EU Delegation to Laos for their trust and close collaboration!

Moldova 2025 PI workshop

✅ The first day of our #workshop “Enhancing #PublicInvestment Planning: Comparative Peer Country Experience” was a success!
📢 Officials from Ministries of Finance of #Moldova, #Armenia, #Georgia, and #Montenegro are invited to share lessons learnt, discuss key factors for effective #investment planning, and present ongoing reforms.

The day featured insightful presentations by #Moldova and #Armenia, followed by a dynamic panel discussion with representatives from the #EU Delegation, #IMF, #EBRD, #EIB, and our team. Excited for more peer countries exchanges tomorrow as we further explore best practices in public investment planning.

Operational Assessments 2024

In our 4th consecutive, four-year framework contract with #DGECFIN two Operational Assessments of #PFM systems and circuits are in progress, one being in Egypt and one in Jordan.
Our esteemed colleagues, Yiannis Hadziyiannakis, Konstantinos Kyriakopoulos and Kennedy Musonda carried out the Assessment in Egypt, while Gnel Sedrakyan, Spyros Valatas, Irina Grigoryan and Irina Ialaia have undertaken the Assessment in Jordan.
These are Operational Assessments of public financial management and other financial circuits of countries benefiting from EU Macro-Financial Assistance, which is a form of conditional policy lending. These framework contracts cover EU candidate and pre-candidate countries as well as the countries of the European Neighbourhood.

We are thrilled to announce that we are the EU4PFMCambodia team! Following the Public Finance Management (PFM) Reform agenda of the Kingdom of Cambodia our team will support the Royal Government of Cambodia to making the Public Financial System deliver on its promise of a better life for Cambodian citizens. We will strive to build bridges among key PFM institutional and human factors and PFM actors in the framework of the EU’s GLOBALGATEWAY. Key team members leading this endeavour are our Sebastien Dubost focusing on PFM and Budget Support matters and Steen Bruun-Nielsen focusing on the Public Procurement System.

Third PPF Project Steering Committee meeting

The EU-funded Project Preparation Facility (PPF) Technical Assistance team held its third Project Steering Committee (PSC) meeting in the Ministry of Finance on 19 October 2023.

The PSC meeting was chaired by Ana Luca, Deputy General State Secretary of the Ministry of Finance (MoF), and co-chaired by Josip Juric, European Union Delegation Programme Manager. The meeting was attended by PSC members Viorel Pana, Head of Public Investment Directorate and Elena Matveeva, Head of Public Debt and External Assistance General Directorate. Other MoF officials attending were: Lilia Taban, Deputy Head of Public Investment Directorate, Ina Darii, Deputy Head of State Treasury Directorate and Aurel Jucov, Consultant, Lead Consultant, External Assistance Policy Divison.

Yiannis Hadziyiannakis, Team Leader of the PPF Project delivered a presentation on the progress and pending issues across the five components of the PPF Project. Josip Juric followed with a small presentation about a possible future extension of the PPF Project enhancing the scope to cover areas of support requested by MoF and to improve capacity in relations to Moldova’s EU Enlargement process.

Pilot Training Course on Project Appraisal

The EU-funded Project Preparation Facility (PPF) Technical Assistance team delivered a pilot training course on Project Appraisal to the National Agency for Energy Regulation (ANRE), Moldelectrica and the Moldova Energy Projects Implementation Unit (MEPIU) during 16-18 May 2022.

The main objective of the course was to introduce participants to the newly approved national procedure for the design and appraisal of public investment projects as per Government of Moldova Regulation No. 684/29 September 2022.

Discussion at the NBM on the development of the Moldovan government securities market and the attraction of international investors

The PPF Project team presents option for improving Moldovan Government Securities market at a meeting organised by the National Bank of Moldova.

Expansion of the domestic market, attracting international investors, and creating the conditions for access of government securities to foreign markets were among the topics discussed during the meeting.

Acknowledgment of contribution to public finance reforms in Moldova by Ministry of Finance

Josip Juric, EU Delegation to Moldova Programme Manager for PFM and responsible for PPF Project, and Yiannis Hadziyiannakis, PPF Project Team Leader, received their respective certificates of appreciation from Minister of Finance Veronica Sireteanu at the Ministry of Finance. The certificates were issued by the Ministry in a ceremony on 15 August 2023 in acknowledgment of their contribution to public finance reforms in Moldova.

New hope for the Moldovan government securities market

On 24 May 2023, the Ministry of Finance with the assistance of our PPF Project team achieved a decisive first step in revitalising the Moldovan government securities market. The bond auction for the specific 2- and 3-year maturities was very successful judging from the response of investors.

Workshop on Private sector participation in infrastructure & financial market development in Moldova

December 2022. Within the framework of the “Support the Moldovan Government in Identifying and Preparing Projects Linked to the Implementation of the Association Agreement project” (PPF Project), our team orinised a workshop on Private sector participation in infrastructure & financial market development on the 8th and 9th of December. The workshop gathered more than 80 participants from government institutions, other public bodies, international financial institutions operating in Moldova, investors, private sector associations and university students in an interactive discussion on the prospects for private sector investment in the country.
