4Assist associates, together with our consortium partners BDO (UK), carried out an EU Operational Assessment in Ukraine.

Operational Assessments are launched by the Directorate General of Economic and Financial Affairs (DG ECFIN) in order to assess the financial circuits of partner countries eligible for Macro-Financial Assistance (MFA) programmes. The MFA is a form of extraordinary financial (budgetary and balance of payments) support offered to pre-candidate and candidate countries to the EU, as well as countries of the European Neighbourhood.

This is the second such assessment in Ukraine in recent years which will lead to significant financial support for Ukraine.

Since 2011, our consortium has carried out Operational Assessments in the Kyrgyz Republic, Egypt, Jordan, Tunisia, Moldova and Georgia. 4Assist highly values the continued confidence of DG ECFIN in undertaking these critical assignments.

Our Associate, Sebastien Dubost, senior PFM is assigned to conduct an independent assessment of the EU Budget Support eligibility criteria as well as support to monitor the indicators included in the PFM Sector Reform Contract (SRC) Performance Assessment Framework (PAF).

The 4Assist team mobilised in this mission will provide assistance to the Government of Tajikistan in strengthening the NDS-2030 and MtDP-2020 implementation mechanisms by linking them to sector planning and budgeting processes.
The team is tasked to provide comprehensive guidance to the government to support strategic planning on central and regional level. Indeed they provide assistance in developing the sector strategic plans and establishing links to the budget preparation in the medium-term, enabling to build a fully operational MTEF (medium term expenditure framework), including program based budgeting.
In the health sector, our team will support the relevant institutions (especially the Ministry of Health - MHSPP) in the review of ongoing mechanisms and processes for strategic planning and budgeting, providing clear indications and recommendations for improvement on the elaboration of sector development strategies.
