The main role of DT Global and 4Assist consortium in this Project was to assist MoES and MoF in achieving reforms in the education sector finance in line with the ESSDP 2021-2025. While the country was undergoing several organisational and institutional reforms, the key of success in our role was to assist the government in interlocking the wheels of education financial management reform, national PFM and PAR reforms. Our team put all its attention to developments in all three reforms, and assisted in the engineering of all the necessary adjustments in planning and budgeting cycles, ensuring enhanced cooperation between planners and budgeters, and careful synchronization. The main four results achieved included
- Enhanced institutional capacity in strategic budgeting linking to effective planning and ensuring fiscally realistic planning and strategic budgeting;
- Enhanced MoES institutional capacity to implement effectively the national PFM reform agenda;
- Enhanced the MoES institutional capacity in human resources management in the context of public administration reform – civil servant reform “Right Sizing”; and
- Ultimately, strengthened education sector policy coordination/dialogue
