In-House Senior Associates

Yiannis Hadziyiannakis is one of the founding partners of 4Assist. He is an economist with over 3 decades experience. He holds a B.A. in Economics, Politics & Government, an M.A. in Development Economics and an M.A. in International Conflict Analysis all from the University of Kent at Canterbury. He also holds a Post Graduate Diploma in Public Financial Management from Centre of Financial & Management Studies (CeFiMS) of London University.
Yiannis specialises in public financial management (PFM) and has participated or led numerous assignments in several countries of the former Soviet Union, the Balkans, South East Asia, Africa and the Middle East. He has long experience in PFM diagnostic instruments; since 2010, Yiannis has been responsible for the technical supervision and quality control of the Operational Assessment (OA) teams deployed by the Directorate-General for Economic & Financial Affairs (DG ECFIN) to assess the PFM systems and financial circuits of countries eligible for support under the EU Macro-Financial Assistance instrument. He has also led OA missions in the field.
Yiannis also has a long-standing track record in designing and delivering training courses in PFM. He has been a core trainer for the European Commission delivering the PFM executive course to EC officials for nearly a decade.

Sebastien Dubost is a partner of 4Assist. He holds a post Graduate Diploma in Public Financial Management from CeFiMS of the University of London, SOAS, and a DEA in International Public and Private Law, with specialization in European Union Law from University of Nice Sophia Antipolis.
Sebastien has close to 30 years of international experience in development cooperation, with over 20 years dedicated to the area of Public Financial Management (PFM) in several countries in Eastern Europe, Caucasus, Central Asia, South East Asia, Africa. He is also an experienced PFM diagnostic assessment expert and has participated or led numerous Operational Assessment (OA) missions deployed by the Directorate-General for Economic & Financial Affairs (DG ECFIN) to assess the PFM systems and financial circuits of countries eligible for support under the EU Macro-Financial Assistance instrument.
Sebastien has strong experience in institutional development and capacity building at regional and local government levels; as well as sector experience in education, energy, agriculture and rural development, and social protection.

Irina Grigoryan is a partner of 4Assist. She is an ACCA Fellow. Irina holds a Degree in Economics with major in Banking and Finance from Yerevan State University.
Irina has over 20 years of experience in Public Financial Management (PFM) in developing countries and countries in transition, with particular emphasis in treasury management and government financial accounting and reporting. She has expertise in the International Public Sector Accounting Standards (IPSAS) the IMF Government Finance Statistics (GFS) as well as in the International Accounting Standards (IASs) and the International Financial Reporting Standards (IFRSs). She is an experienced trainer having designed and delivered numerous training courses on cost and financial accounting as well as academic lectures in economics and accounting.
Irina has been an advisor of the IMF Fiscal Affairs Department (FAD) taking part in several government accounting reform assignments in the last decade. She has also participated in several Operational Assessment (OA) missions deployed by the Directorate-General for Economic & Financial Affairs (DG ECFIN) to assess the PFM systems and financial circuits of countries eligible for support under the EU Macro-Financial Assistance instrument.

Gnel Sedrakyan is a partner of 4Assist. He holds Degree in Economics and PhD in Economics from Yerevan State Institute of Economics. He also holds a Post Graduate Diploma in Public Financial Management from CeFiMS of the University of London.
Gnel has more than 25 years of experience in public financial management (PFM) and has participated in or led numerous assignments in several countries in several countries in former Soviet Union, South East Asia, Africa and the Middle East. He has several years of experience in PFM diagnostic instruments having participated and led many Operational Assessment (OA) missions deployed by the Directorate-General for Economic & Financial Affairs (DG ECFIN) to assess the PFM systems and financial circuits of countries eligible for support under the EU Macro-Financial Assistance instrument.
Gnel is an experienced trainer having designed and delivered numerous training courses in PFM, including public investment planning and project appraisal. Moreover, he has considerable experience in academic lecturing in economics. His sectoral experience includes health, education, nutrition, social protection, agriculture and justice.

Elen Ispiryan is a partner of 4Assist. She is a graduate of Applied Mathematics, and a certified social worker.
Elen has over 18 years of experience in development assistance providing capacity and institutional building, particularly in the field of social protection. Her experience includes social protection reforms at central and regional/local government level, including the supervision of NGO service providers.
Senior Associates

Mandeep Bains holds a master’s in public policy from Princeton University, a M.sc in Economics from the University of Warwick and a B.sc in Business Management from King’s College, UoL.
Mandeep has 20 years of experience in advising governments and international organisations in designing and implementing complex strategies and programmes, from concept to impact. Mandeep has over 10 years of working experience in the EU institutions on EU member states, candidate countries and developing partners, including on economic reform and macroeconomic and development programme/project/assistance management. She also has 10 years of experience in working in the European Bank for Reconstructions & Development, which includes significant experience gained in the ‘blending approach’ as well as the use of official and private financing for economic development.

Apostolos Papaphilippou, PhD (Economics) and MPhil (Economics) from Cambridge, and BA (Economics) from the American College of Greece, is a macroeconomist who has over 25 years of experience in development assistance and in-depth knowledge of the economies in transition from the former Soviet Union and Eastern Europe. His experience includes the design of development programmes, linking socio-economic development objectives to budgetary allocations through available domestic and external financing sources. He is also specialised in providing technical assistance for the efficient development of the medium-term macroeconomic forecast underpinning the country’s policy-based resource allocation through the budget process. Apostolos has served as expert in several projects in Moldova providing policy advice and assisting the Government in designing and monitoring the national development programme.

Konstantinos Kyriakopoulos holds a PhD in Quantitative Finance and an M.A. in Business Administration, both from the Faculty of Economics of the Management School, Imperial College, University of London, BSc in Mathematics from National and Kapodistrian University of Athens, Greece and a LLB from the Open University, UK.
Konstantinos has more than 30 years of experience in banking and the capital markets. He is an authority in financial analysis and risk assessment, and debt management. His experience includes proprietary trading (bonds, swaps, CDS and index derivatives) the management of diversified and complex derivatives portfolios; debt issuance (government, municipal and supranational debt) and the design and development of automated financial algorithms.
Konstantinos also participated in several Operational Assessment (OA) missions deployed by the Directorate-General for Economic & Financial Affairs (DG ECFIN) to assess the PFM systems and financial circuits of countries eligible for support under the EU Macro-Financial Assistance instrument. He worked in Ukraine, Jordan, Bosnia & Herzegovina, North Macedonia and Egypt focusing on debt management strategies, financial market and central bank part of the OAs. He also, played a pivotal role in 4Assist team that worked on the development of Moldova’s domestic government securities market by assisting in the issuance of the country’s first 5- and 7-year bonds. He also advised the Ministry of Finance on the improvement of the performance assessment mechanism of the primary dealer banks.
Konstantinos has conducted diagnostic work for the European Central Bank and the IMF. He has also extensive teaching and training experience in Mathematical Finance, Risk Theory at the University of Athens, and Investment and Banking at the Hellenic Open University.

Spyros Valatas holds an MBA from ALBA Graduate Business School of Athens and a BSc in Finance and Accounting from the University of Geneva.
Spyros has more than 30 years of experience in the financial markets, as a banker and securities expert with expertise in investment financing, corporate insurance, debt restructuring and financial engineering, He also has considerable lecturing experience on capital and derivative markets.
Spyros participated in several Operational Assessment (OA) missions deployed by the Directorate-General for Economic & Financial Affairs (DG ECFIN) to assess the PFM systems and financial circuits of countries eligible for support under the EU Macro-Financial Assistance instrument. During the OA missions in Moldova, Ukraine, Tunisia and Jordan his work focused on the debt management strategies and financial market part of the assessment. He also played a pivotal role in 4Assist team that worked on the development of Moldova’s domestic government securities market by assisting in the issuance of the country’s first 5- and 7-year bonds.
Spyros is an Eurocorp Securities working with private and institutional investors interested in companies listed on the Athens Stock Exchange. He is also a published author of the novel ‘Themis & Nemesis’.

Leonidas Crisciunas holds a Degree in Computer Science from the College of Microelectronics and Programming in Moldova and a BA Degree in Finance from the Academy of Economic Studies in Moldova.
Leonidas is an information technology expert with more than 25 years of experience. He is specialised in identification, formalization (as-is assessment), optimization (re-engineering) and automation of business processes of both public authorities and private companies. Leonidas has extensive experience in introduction of effective methods of service provision to population and businesses, simplification of operations, development of components of electronic government. Some of his notable IT systems’ development work include the design of the Planning and Budgeting Information System and the Wage Management Information System in Lao PDR, and the design of Project Appraisal IT module and the Register of Public Investment Projects for the Ministry of Finance of Moldova.

Stelios Madias holds a degree in Electrical Engineering and has completed postgraduate studies in IT and Web Development in the UK. He is a senior IT systems expert with over 20 years of experience in designing and managing secure, high-performance IT infrastructures in both private and public sector environments.
As a core member of the 4Assist management team, Stelios leads the supervision of all internal IT operations, digital security, and system integration. He has played a key role in shaping the company’s digital environment, implementing robust cybersecurity protocols, and overseeing the technological backbone of projects implemented across regions.
Stelios has a strong experience in cybersecurity, ERP integration, digital transformation, and IT compliance (including GDPR and EU regulatory frameworks).

Kennedy Musonda holds an MSc in Finance and Financial Information Systems from the University of Greenwich (UK) and is a Fellow of both the ACCA and the Zambia Institute of Chartered Accountants.
He is a senior Public Financial Management (PFM) expert with nearly three decades of experience in public sector financial management, internal audit, and PFM reform advising Ministries of Finance, Supreme Audit Institutions, and donor partners.
Kennedy held the position of Accountant General of Zambia, where he led and implemented wide-ranging reforms, including the Integrated Financial Management Information System (IFMIS), Treasury Single Account (TSA), commitment control systems, cash management, budget reforms, chart of accounts, and the migration to accrual accounting under IPSAS. He was also instrumental in designing internal control frameworks and overseeing public sector financial reporting in alignment with international standards.
He is experienced in budget formulation and execution, including MTEF processes and programme-based budgeting; design and implementation of public sector accounting reforms, including policy formulation, adoption of international standards, and restructuring of financial operations; audit and internal control systems, including development of manuals, audit charters, and risk-based audit planning.

Gurdip Bhambra is a Fellow Member of Association of Chartered Certified Accountant (FCCA) and holds a Higher National Certificate (HNC) (Professional Diploma in Accounting) from the UK Association of Accounting Technicians.
Gurdip has close to 40 years of experience of auditing the public sector accounts in the UK with the National Audit Office. The audits ranged from executive agency accounts to the largest consolidation account in the UK which was the Whole of Government Account. Gurdip also has managed and delivered Capacity Building Projects across Europe, Asia, Pacific and Africa supporting Supreme Audit Institutes (SAIs) and Public Internal Financial Control (PIFC) in Ministries in developing and enhancing the Financial, Inspection and Compliance Audits; application of ISA, INTOSAI (ISSAI) standards; UK GAAP and US GAGA public auditing standards and ISQC and ISSAI 140 Quality Control Standards.
Gurdip is specialised in developing quality assurance framework, risk-based audit, internal audit, introduction of public sector internal controls and management, training of staff on international auditing standards and public sector audit and accounting methodologies, strategic and national development planning, and the development and improvement of the relevant planning and monitoring frameworks.

Nanda Sharma is a Fellow of the Institute of Chartered Accountants of Nepal and a member of CIPFA (UK). He has over 25 years of professional experience in public financial management, providing advisory and capacity building to government and private sector organizations. His sector experience includes Agriculture, Peace, Health, Education, Local Development in the context of development aid projects with several international donors.
Nanda has served as a part time lecturer of Financial and Management Accounting for MBA and EMBA levels and as technical instructor for the Institute of Chartered Accountants of Nepal (ICAN). He has also provided trainings on national and international accounting and auditing standards for ICAN, ACCA, Office of the Auditor General, Ministry of Finance, Management Association of Nepal training institutes.

Eugenia Busmachiu has more than 20 years of experience in economics. She is an Associate Professor in financial management at the Academy of Economic Studies of Moldova.
Eugenia has vast experience in the Moldova government systems and specialises public financial management reform planning, budget formulation and expenditure management, and public investment management. She has worked extensively in EU and WB funded development aid projects and has advised the Ministry of Finance of Moldova for several years.

Daniela Cotorobai has 13 years of overall experience in financial analysis, evaluation and planning of investment projects, of which 7 years in the Moldovan banking sector. Other areas of her expertise include work in private companies and international projects in the trade and agriculture sectors, and most recently in public finance management.
Daniela has worked extensively in investment planning for agricultural production units (production, post-harvest activities, marketing and export activities); developing internal procedures for planning, implementation and evaluation of investment projects for a private company; and analysis of investment financing from domestic and external sources for the Government of Moldova.

Roman Ivanov is a legal professional with over 12 years of experience. He specialises in providing consulting services in the areas of banking and finance, financial regulation and regulatory law. Roman has vast experience in tax-related provisions relevant to the activity of state authorities and more specifically tax implications of the proposed legal regulations. Roman has worked extensively with the Moldovan central and local public authorities under contract with GIZ, World Bank, UNDP, USAID and other international donor organisations.
Our Management Team

Maria Tasioula is one of the founding members of 4Assist. She holds an M.A. in Organizational Psychology from Columbia University, NY, and a Degree in Psychology from National, Kapodistrian University of Athens, Greece. Maria has over 20 years of experience in overseeing all business activities since the company’s establishment, ensuring timely and quality service delivery of teams in the field. Her vast experience ranges from managing large-scale service contracts and framework contracts of international projects funded by various institutions such as the EU, World Bank, and UN agencies.

Vassilis Zanakis is a partner of 4Assist. He holds a M.A. in Public Administration from the University of Athens, a B.A. in Economics (with Minor in Psychology) and a B.Sc. in Computer Science from the University of Pennsylvania, Philadelphia. Vassilis has over 25 years of experience in development assistance and the management and implementation of international projects. He has been instrumental in devising and overseeing 4Assist’s internal policies on quality assurance, contract administration and knowledge management.

Armen Baghdasaryan is a full-time senior project manager at 4Assist. He holds a master’s degree in social sciences and literature from Yerevan State University. Armen has almost 30 years of experience in the administration of international projects. He has also served as Administration Officer in the Economic Section of the Embassy of Greece in Armenia for over 15 years taking part, among other duties, in the coordination of Greek-funded development projects in Armenia and conducting research and reporting on relevant political and economic developments in Armenia.

Maricela Ceresau is an administrative manager at 4Assist. She is part of the 4Assist team since 2020. She holds a master’s degree in political sciences from Moldova State University and a BA in Humanities. Maricela has almost 10 years of experience in the administration of international projects. She has a solid record of managing high-level expert missions, organising workshops and visibility events, and undertaking financial management and reporting.

Elinore De Lisle Is a Graphic Designer at 4Assist. Elinore has 18 years of experience from several international foundations, organisations, government authorities and private clients assigning in the creative part of their communication products. She is an expert in graphic design and creative approaches on communication and visibility in the context of development assistance.
